Federal home energy programs by state: rebates, heating aid and weatherization

Where the federal home energy rebates (HOMES and HEEHR), LIHEAP heating assistance and weatherization (WAP) stand in each state we have checked so far. Every row links to an official page and shows the date we checked it. Where an official page did not settle the question, it says "status not confirmed". States we have not checked are listed at the bottom and are not guessed.

Read this first: This is an independent information page, not a government site. Programs and rules change often, and DOE issued new rebate guidance in 2026 that many states are still adjusting to. Confirm on the official page before you apply, buy equipment or sign a contract. Not tax, legal or financial advice. Last verified Oct 17, 2026 (ET).

Federal-level notes are listed first below. "Rebates" means the DOE-funded programs that states run; they are separate from utility rebates.

United States (federal)

DOE Home Energy Rebates (HOMES and HEEHR/HEAR)

federal rebate (state-run)

Status: available in select states; DOE does not list which on its page

DOE's page says Home Energy Rebates are 'now available in select states' and tells people to contact their State or Territory Energy Office. It says additional details on active state programs are 'coming soon'. HOMES: up to $8,000 (20% minimum modeled savings). HEEHR: up to $14,000. Higher rebates allowed for households under 80% of area median income (page footnote).

Not confirmed or worth knowing: Because DOE gives no state list, each state row below comes from that state's own agency page.

DOE Program Notice 26-2 (HEEHR guidance changes)

federal rule

Status: in effect (effective May 29, 2026)

DOE's Program Notice 26-2 announces changes to HEEHR program guidance and says it covers programs that have launched, not yet launched, or are in conditional-award status. It renames 'Home Electrification and Appliance Rebates' to 'High-Efficiency Electric Home Rebates' (HEEHR) to match section 50122 of the IRA. States are updating their programs to match; see state rows (for example WI changed HEAR eligibility Sept 1, 2026; MN, PA, MD are waiting on DOE approval of revised applications).

Not confirmed or worth knowing: Only the excerpt returned by search was read, not the full notice. Fuel-switching details are not summarized here because we have not read them on energy.gov.

Arizona

Efficiency Arizona (federal HEAR/HEEHR)

federal rebate (state-run)

Status: available; new federal guidelines apply to reservations on or after Sept 1, 2026

The Efficiency Arizona site lists rebates covering a percentage of project costs up to $14,000 per household depending on income (heat pump up to $8,000; heat pump water heater up to $1,750). Its notice says guidelines changed to follow DOE's Home Energy Rebates Program Notice: no more gas-to-electric fuel switching, electric-to-electric upgrades only, insulation and air sealing standards may apply, and all reservations made on or after Sept 1, 2026 follow the new guidelines. Program rebates are available through 2031, pending funding availability. The site's news links say the Governor's Office of Resiliency restarted the program on a limited basis.

Not confirmed or worth knowing: Arizona's whole-home HOMES program: status not confirmed (no official page read stated a launch).

LIHEAP (Arizona DES)

LIHEAP

Status: status not confirmed (DES page says applications after Sept 21, 2026 cannot be accepted or processed)

The DES LIHEAP page leads with a notice that Power AZ funds are exhausted: applications submitted on or before Sept 21, 2026 will still be reviewed; those submitted after cannot be accepted or processed. The notice is about the Power AZ program that ran alongside LIHEAP using a combined application, so whether regular LIHEAP applications are currently open is not clear from the page. The page lists regular benefits of $160 to $640 and crisis benefits up to $500 (stated as effective for applications received on or after Oct 12, 2024), monthly income limits (for example $2,936 for one person, $5,647 for four) and says DES cash or nutrition assistance recipients are categorically eligible. HEEHRA Phase I (federal HEEHR) via CEC and TECH Clean California

federal rebate (state-run)

Status: launched Oct 2024; single-family rebates fully reserved (waitlist) as of Feb 24, 2026

The CEC page says that as of Feb 24, 2026 single-family HEEHRA rebates are fully reserved statewide, unapproved requests are waitlisted, and no new income verifications are being accepted. Phase I offers up to $8,000 (under 80% AMI) or $4,000 (80-150% AMI) per single-family home for a heat pump HVAC, and up to $14,000 per unit for multifamily. Rebates are not retroactive and only go through TECH-certified, HEEHRA-trained contractors. The CEC says HEEHRA is still available statewide for multifamily and that Phase II is not yet available.

Not confirmed or worth knowing: The same CEC page's timeline notes single-family reservations reopened Oct 2025 with added funding, then the status line says fully reserved Feb 24, 2026. Current availability may differ by region; the CEC points to TECH Clean California's budget report.

HEAP (LIHEAP): Regular Heating benefit

LIHEAP

Status: opens Nov 2, 2026

Dates: Regular benefit opens 2026-11-02; Emergency benefit opens 2027-01-04

The state's HEAP page says the Regular benefit is scheduled to open Nov 2, 2026 and the Emergency Heating Benefit Jan 4, 2027. Outside New York City apply at mybenefits.ny.gov or your local HEAP district; NYC at access.nyc.gov (NYC 311 says the 2026-2027 Regular season opens Nov 2). Regular benefits run until funding runs out. The page lists 2026-2027 maximum gross monthly income of $3,563 (1 person), $4,659 (2), $5,756 (3) and $6,852 (4). Niagara County DSS says furnace repair/replacement funding is available as of Oct 1.

Not confirmed or worth knowing: The ny.gov page text says '2025-2026 Regular HEAP benefit is scheduled to open November 2, 2026', which looks like a typo for 2026-2027; NYC 311 and county pages say 2026-2027.
