Dates: No launch date
Virginia Energy's FAQ says the rebates are not available now, launch is contingent on DOE's review and approval, and Virginia Energy submitted updated application materials in September 2026. It cannot provide an estimated date; final eligibility and access procedures are not yet established. The FAQ gives proposed budgets of about $75.6 million (HOMES) and $75.2 million (HEAR), subject to DOE approval.

Virginia DSS lists the Energy Assistance Program components as fuel assistance (heating costs), crisis assistance, and cooling assistance. The City of Norfolk's page says winter 2026-27 fuel assistance applications are accepted Oct 13 to Nov 13, 2026 (the 2nd Tuesday in October to the 2nd Friday in November). Crisis assistance dates were not confirmed on a state page.
Not confirmed or worth knowing: The application dates come from a city government page that restates the state schedule; confirm on the state DSS page or your local DSS office.
